Hey there!

I recently picked up this 3 Cent Piece. There looks to be some sort of scuff on the reverse of the coin over the Roman numeral. Potentially cleaning? I'm curious as to what problems you see and the grade that you'd evaluate this coin at.

Are the pics in focus or a little blurry or is it me I wonder? The more I look at this coin the more it appears to have environmental damage and been brushed in an effort to clean it.

The images are indeed in focus. The reverse is the trickiest because there appears to be pocket wear or something going on at the bottom of the Roman numeral (faded). It's hard to tell in hand too what may have happened at the top of the numeral.
