Don't see a die chip but see a lot of zinc rot.

I think that moisture has got in between the bronze cladding and the steel core, causing the latter to corrode.

British 1p and 2p coins are made of bronze-clad steel.

Just followed the OP's wording and called it zinc rot without thinking.
Of course it can't be zinc rot as British Coins along with Canadian Coins use steel cores.
But as NumisRob stated it is still corrosion.
What would it have chipped of off if it was a die chip?
I have never seen a die chip that looked like a blob.

It's definitely damage, not an error. It's Post Strike Damage (it happened after it left the Mint).
