2003 Arkansas State Quarter Lamination Error?

What is this?I've soaked it in acetone the color doesn't change from a dull copper look.Along the edge no sign at all of a copper layer between clad.At the same time this coin weighs normal.While sitting in acetone it appears to have 1 spot on the obvesre in George's hair that looks goldish.Manganeese?Also while in acetone the reverse faintly gives off the same effect in a few places just much smaller spots.Any input as to what this is would be greatly appreciated.Thanks

Looks like environmental damage to me. Go to the bay and look at slabbed ones for a comparison.A real one should have a cartwheel look to it and not dull looking either.
