Didn't really recycle older coins, but the Pitman Act of 1918 resulted in the melting down of some 250 million older Morgan dollars. and one provision of the act required all of those dollars to be replaced with newly struck dollars. But the new dollars had to be made with newly mined domestic silver. So they come about from recycling old dollars but they didn't use the same material
