I think it has been Struck Through, because I don't see the typical grainy surfaces inside the area of question.

I believe this one is a peeled lamination flaw. I don't know if it peeled pre- or post-strike, but I don't think the reverse weakness can be explained by that little amount missing before the strike.

I'm calling this a strike-through because of how smooth the bottom is. I'd expect a lamination to look a bit rougher.
