Hard to say for sure. Most likely gas bubbles. But there's a chance it's a die dent. To test, place the coin under a microscope and press on the elevated feature gently with the tip of a toothpick. If it flexes, it's a gas bubble. If it does not flex, then it's probably a die dent.
