I inherited my Mother's old coins. I came across this 1936 Buffalo nickel that appears to have an error on it. Is this a lamination error?

I will try to get some better pictures, my phone camera isn't to good.

The area seems to want to peel, but it seems to be made on the coin. This is all new to me.

As stated, clear closeup pictures of that area will be required.
Is it raised or incuse? (Looks raised to me)
Also please use a neutral colored background when shooting pictures, preferably a light grey.
