1984 P Quarter On The Obverse Side Double Numbers By The Date

If you look between the 1 and the 9 on the date it looks like a small 8 is there and between the 9 and 8 there is a what looks like a 9. Also, there appears maybe to be something beside the 8 in-between the 8 and 4? I have take several pictures and I can see these numbers. I know they are not supposed to be there.
