Found this penny and it has weird coloring around the middle of the coin on front and back. Could anyone tell me what might have cause it.

For such a recent coin to have lost its luster, it has to have been affected chemically. In other words, stained by a reactive substance, the ground, dirty water, and in most cases, a car "cupholder coin" where dirt, coffee, Coke, etc gunk up the coin. Cleaning that off leaves this result, a stained, ugly coin.

It's a Environmentally Damaged coin. It's Post Strike Damage ( PSD), meaning that it happened after it left the U.S. Mint.
