Looks like damage from a Coin Wrapping Machine.

Damaged caused by a coin counting,wrapping or vending machine. Very common occurrence.

In other words, it's a scratch. It's Post Strike Damage ( PSD), meaning that it happened after it left the U.S. Mint.
