I don't consider the proof ASE as bullion, I think they have a value up and above bullion. (they certainly cost far more than Silver spot.)

I agree, Dearborn. The U.S. Mint itself classifies both the proof and uncirculated versions they sell as collector versions, contrasted with the true bullion coins which are only available for purchase from bullion dealers, not the U.S. Mint.

Whether that distinction is worth the additional price markup; well, that's up to every individual collector to decide!
