Really cant tell with that picture. Can you post some that are closer to the mint mark and date?

To CCF! That's not a D. That's damage (Post Strike Damage) on the date. You have a normal Philadelphia cent.

I agree it is a small hit to the base of the 7. Just damage, unfortunately.

Magnetic? The weight is right but it should not stick to a magnet. That mark is PMD though.
