2002 P Lincoln Cent With Partial Collar I'm Pretty Sure?

Errers and Varietys Bedrock of the Community United States 74945 Posts	Posted 10/07/2018 2:41 pm I found this in a circulated bankroll, from a bank box of U.S. Pennies. This one popped out, and it was surprisingly in AU condition (it hasn't been in circulation for that long). Am I correct about this being a Partial Collar error? Any confirmation would be great.
