Nope, not a Doubled Die Reverse. That's actually incuse Machine Doubling on your coin, and it's very common on the ATB Quarters. Instead of reducing the size of the devices, it's the complete opposite. It increases the size of the devices, since it's on the incuse part of the design on the die.
