Her policies were the worst for a long time, especially for Scotland. Fortunately, high value English notes don't circulate much in Scotland and there seem to be lots of forgeries. I think, if a typical foreign tourist saw a banknote with Mrs Thatcher's portrait on it, they'd just assume it was a really, really badly drawn portrait of the Queen.
