Im looking to identify if this is a business strike or Proof-Like Penny. Looks uncirculated to me.

It is definitely non-magnetic.

Business strike MS60 has some ware.

MS=MINT STATE. You can't have ANY wear on an MS coin by definition. Grade creep/ridiculous grading seems to be par for the course around here these days.

Yup!
That's rule number one for grading.
"Dipping" is not considered cleaning...

I'd say AU-58 looking at the central motifs on both sides.
