This one was only given a 63, I'm more in line with your opinions, there's very few marks, the only major distracting quality is the slightly weak strike.

It's very clean for a 63 unless there are marks hidden under the tone.

Theres none that are obvious to me IGE, there is a small squiggly scratch above "in" which you can see in the photos, as well as very minor contact marks or planchet flaws on the high points of liberty. as well as a reed mark on the reverse field by the right wing.

Eagle's breast is very soft for a P-mint - had the obverse not looked so appealing, I would have leaned toward AU.

Strike a bit weak on the high points. No doubt NCG has examined these locations, looking for mint luster, so it can be awarded some sort of MS grade.

I gave it a 65 because this coin is pretty darn clean and I knew the weak breast and left leg feathers were from a weak strike .
