Is this an RPM?...it looks like an O under the S, but obviously it can not be a letter O ... but neither does it look like a letter D ...maybe just damaged?

The mint mark positioning looks correct for it to be the S over D. 1946 was the only year for the S over D.

There are markers in the lower jacket near the rim, can you get pics of that area. Looks like it should be the over mintmark.
