Found burn marks on obverse of Quarter around Washington's forehead with also black striations around hair anybody know how this resulted? I would not say its an error but more of a defect,but I don't know

Need pics in order to comment. But you should be able to send it back (either to the mint or the 3rd party from which you purchased it). I would think the mint holds back some sets for a short time after selling out to accommodate exchanges.
