I take a quick look and decide that it has been dipped.
At that point grading is meaningless.

Glare on the 2x2 window makes it very hard to see the surfaces. Can you remove it and take new photos?

My first impression (without reading any comments) was that this coin has been dipped. However, it would be worth seeing it after removed from the plastic holder.
