Need help identifying what this error can be? Feels like extra material over the coin it is not dented in. Any info is appreciated

Could it be glue or something on the surface of the coin. That's a weird spot for die chips.

Have you tried to pick the supposed 'glue' off? Does it come off or no?

It is not glue I submerged it in soapy water and did not come off when I picked at it
