F-15 is awfully harsh considering the overall details, I'd go at least VF20/VF25, might want to have it regraded.

I agree with Shadow.
Considering the money difference between an F and VF for this coin, it might be a good idea to have ICG grade it or crack it out and send it to ANACS again in a couple of weeks.

Actually, I think anacs got this one right. I had a 93-s in an old pcgs holder graded F15 and it looked just like this coin (part of my reasoning for grading this one at F15). Still, it belongs in pcgs plastic and should cross easily at that grade.
