It is a privately-struck commemorative medal; it is not a coin and was not struck by the US Mint.

There were dozens and dozens of commemorative medals struck by private firms circa 1987 to celebrate the 200th anniversary of the US Constitution. As there is not a large collector base for such pieces, many non-precious metal pieces are available today for just a few dollars - the medal shown would fall into this category.

There were also a number of silver and gold medals struck for the anniversary - these typically sell for a small premium over their intrinsic/melt value.

Details regarding mintages, numbers sold, original selling price, the firm that struck the piece, etc. are generally hard to come by for these privately-struck pieces as many (most) of the companies that produced or sold them never published the information. Today, there is no single book or web site that lists all of the details for all of the medals produced.

Since this one is for the constitutions bicentennial, the information was lost as fast as most didn't sell. It was minted by one of the arcade/token makers. As been said information wasn't kept for most even by the people that had them produced. The idea was a money making opportunity, with people feeling patriotic. I generally get at least 2/7 in each bulk buy of tokens, mostly different ones. A lot of the generic metal types cupro-nickle, brass, bronze etc. sell for a lot less than a couple of bucks, they are found in the bargain 50% off bins and boxes.
