It is definitely not MS60 or above.

To me, it looks like a poorly-struck high AU coin with spotting and light scratches. Just a spender.

Why are you asking us about this Lincoln Cent ? If it's because it's red then you have a lot to learn about coins .
Coppers in particular . AU-55 Details , scratched ,spotted, and pathetic .
