that has been clipped or cut after it was minted, there is no flow of design into the cut.. this is PMD, and worth a dollar..

There is no sign of the Blakesley Effect (weakening of rim/devices opposite the clip), no rim tapering leading to the clip's ends and no weakness of devices directly cut off by the clip.
