Besides the grade I want to know if the TPG would grade this since it appears whizzed to me?

Definitly whizzed and polished. Steer clear of TPG on this one.

The reason that I ask about the cleaning issue is because I have seen some cleaned coins that say 'cleaned' on the slab .

So what is the deciding factor for a TPG to slab and grade one 'cleaned' coin but refuse to slab and grade another similarily 'cleaned' coin?

AU-55 details, cleaned. I believe TPG's will grade and slab any coin even those cleaned and damaged. They just won't slab altered (added/removed mm, etc) or fake coins.

AU details. Right, you can get it into a slab but there will be some sort of qualification (not a straight grade).

AU-55 Details, cleaned.

Whizzing is not the same as cleaning. I'm not so sure this coin is whizzed - it just looks cleaned.

. Whizzing is done with a high speed wire brush trying to replicate cartwheel luster by removing part of the surface. Cleaning just brightens the coin leaving the luster lifeless but bright. It also adds hairline scratches from the cleaning and drying process.
