1961 MS Jefferson 5c FS - Grade & Steps Ck

I'd like to know the grade of this coin and if its steps qualify for the FS designation.

This coin came directly out of a small individually-sealed flexible plastic wrapper that appeared to be directly from the mint.

It appears to have forming a light brown toning sploshing effect on both sides.

I would like to know if the mint has ever produced proof coins covered in this type of flexible packaging material?

I personally have seen proof coins sealed only in hard plastic containers.

So what is the deal with this similar 1963 5C coin that has the exact same exterior covering like the 1961 5C in this thread?
