MS-63 on both, the hairlines look like die polish marks.

Nothing more than MS62 for both. I agree with Coinfrog and my reasons are two many marks and scratches on both and thats on a good day.

I agree with IndianGoldEagle. I think many of the hairlines are polish marks. The second coin is actually held back by the devices rather than the fields, which is less common in my experience.
