Maybe some clarification is needed. If it were missing its cladding on both sides, it would be copper. It appears to silver in color, so that can't be true.

Clad error may be lamination issue. Very dull on obverse. Seems as though it Easily damaged. Maybe annealing process issue? This coin seems to be on quarter stock not quarter planchet.
This may be the best image I have showing the lines. Roller lines sound right because of the thickness of this coin to the height of draw bars? Only repeating what I have read from other post in this forum so I may not repeat correctly.
