It's Constantius Gallus. I am unaware of any mintmarks on the obverse allowing you to be able to identify the mint location. These are typically derived form the reverse mint marks where possible.
Here are some of my Gallus coins with Delta in the obverse field that come from a range of mints.
During this period there was a rapid change in the size and value of these coins. They get smaller very quickly and it could well be that these marks may have some indication of relative value over time.
