Below is a paragraph directly from the Philadelphia Mint and because my Jefferson nickel has no mint mark it has to be a business strike circulated coin. Am I not right? And yes it is a 1964 FS coin that has never left its holder since the day it was minted. Until I submitted it to NGC. Feed back please.

Uncirculated coins minted here have the "P" mint mark, while circulated coins from before 1980 carried no mint mark except the Jefferson nickels minted from 1942 - 1945 and the 1979 Susan B. Anthony dollar coins. Since 1980, all coins minted there have the "P" mint mark except pennies.

Proof coins also had no mintmark in 1964, it doesn't have to be a business strike.

Correct. No S mint mark until 1968.

I've seen ANACS use the PL designation for the '64. Also, this link

shows a questionable business strike. Poor pics, I guess.
