Smoothness is what is throwing me. Seems like very even on the edges thing. Clip first then zinc rot.

Zinc rot, which is a form of Post Strike Damage ( PSD). Just worth face value and a spender.

I don't think it's zinc rot. Looks like it was damaged - PMD.

Can't be a clip. A clip has to be straight or semi circular,
not a irregular shape.
Just looks like it has been cut with something. PMD
