Also not sure if there but might be slight double die on reverse on "ED STATES OF", but probably MD.

You have a Misaligned Die on the obverse. On the reverse, you have Machine Doubling, not a Doubled Die. A true Doubled Die would usually affect more than a couple of devices.

One more question: would this be considered an off center coin or not quite?

No, it wouldn't. On a Off Center coin, both sides are affected. On a Misaligned Die,only one side is affected. That's the difference between the two. http://www.lincolncentforum.com/mis...ter-strikes/

The reverse is affected, you can see a double rim on it. Maybe a minor of center?

Oh never mind I see what you mean.

No. It wasn't Struck Off Center. That double rim is I believe what we call Rim Finning. http://www.error-ref.com/finning/

I saw you edit. You know what I mean, so that's good.

The crazy part is that I saw a coin on ebay that's almost identical and we're trying to sell it for something like fifty dollars. Here's the link :

Still up.

1982pennyid, that's crazy! Whatever you do, do not buy that coin. It's only worth face value unfortunately, and the seller is very inexperienced when it comes to numismatics.
