They both have approximately the same amount of detail remaining. The first one has been improperly cleaned and should be noted as such on the holder. These traditionally VF+ pieces are XF40 by modern TPG standards. The first XF Details - Cleaned, the second a straight graded XF40.

The first is VF Details Cleaned, the Second is AU Details Light Cleaning

First XF-details cleaned Second XF-40 straight grade. If it has been lightly cleaned, I think a TPG would find it market acceptable and straight grade it. The coin has more wear than my 1853 PCGS XF-45 without motto half, so I gave it a 40.

I'm going to guess the first one graded higher at a TPG, although I definitely prefer the second coin.

I would tend to agree with most of the comments with the first being a details coin  and both at EF40. Here are the results.

Significant number of comments feel first coin was a cleaned details coin. In my opinion it wasn't even a close call. That PCGS straight graded this harshly cleaned coin, presumably finding it "market acceptable," is disillusioning. Certainly a reminder to buy the coin, not the holder.

On the cleaned coin there are also marks on the reverse over the wing that look like graffiti.

The first should be in a cleaned holder, the second as well. The spots on the obverse are unmistakable. TPG's aren't infalliable
