Can anyone help, checked my change from the store and found this dime, haven't been able to find this on any forums 1976 d " hot lips " can this be a new find?

Not a new find, it's Machine Doubling, quite common.

The lips have been reduced in size, and is shelf-like in appearance from Machine Doubling. Not rare, but pretty common. Your Dime is only worth face value.
