The Latin word around the cross is "LEODIENSIS" - which is the Latin name for the city of Liege, in modern-day Belgium. THe style of lettering suggests it dates sometime around 1300, plus or minus a century. Liege was the capital city of the Prince-Bishopric of Liege at the time.
