99% sure it's just PMD but, thought I would throw it up there for the 1%..lol. What gets me is the die scratches seem to match into the undamaged area of the coin. Let me know what you think may have caused this damage. Thanks!

Sorry, just a very bad case of Post Strike Damage. It's a cull coin.

Actually, I think it was struck on an incomplete planchet. I am not an expert, but I think this deserves another look and a gander by experts. I think it includes pre-strike lamination peeling.

sorry I'm thinking PMD ,what ever it was happen long ago, coin looks like it's not round , and the g and the in gone look like tool marks.but on the back the wheat looks to be there so could be like spruett001 says
