Does this look like poor cleaning, natural toning or artificial toning?

Also, since I'm trying to justify sending it in to PCGS, what average min. bid should this coin fetch based upon the consensus grade produced from this thread.:

this on could tech. grade AU-58. check it out under a scope, may give some secrets away...may well be a "details" coin
