Any help would be appreciated. I am not finding this as an error anywhere. I have tried washing it off and its permanent.

These marks on zinc cents are usually zinc rot, where the plating is corrupted, and the zinc interior of the coin, gets exposed to the atmosphere. You'll also see a lot of what appears like raised areas on the coin, these many times are gas bubbles under the plating. To verify that, gentle press on the area with a tooth pick.
I sure hope I got all that right.

Just damage from zinc rot setting in on the mintmark. It's a spender.
