These marks on zinc cents are usually zinc rot, where the plating is corrupted, and the zinc interior of the coin, gets exposed to the atmosphere. You'll also see a lot of what appears like raised areas on the coin, these many times are gas bubbles under the plating. To verify that, gentle press on the area with a tooth pick. I sure hope I got all that right.
