Clearly the large gouge is post mint damage, but the whole coin is highly reflective, even the scratched areas are mirror like. The sharpness of the devices tells me it's not been coated in reflective paint. The shine reminds of 100% nickel Canadian 5 cent pieces. What's the story with this coin?

It's been artificially plated, which isn't an error at all. It's Post Strike Damage.
