what might look like scuffing on the obverse is cameo frost, the reverse shows it better

Are you sure it is a proof? The strike quality looks a bit shallow.

This isn't a great pic, but here is the reverse of my PF66 Type 2. Note the clarity in the steps:

1942-P-Jefferson-Nickel-Proof-For-Grading

The P mintmark on your coin also looks to show MD, but I'm not 100% on that.

What looks to be doubling on the mint mark is a lighting effect. This example is not full step but the fields are mirrored and rims sharp.
