Is it true that the West Point Mint made a lot of pennies without a mint mark?
Is there no way to identify them? Are they worthy?

There is no way to tell them apart from Philadelphia minted cents, because neither mint used mintmarks

The 1922 Cent might be one of them since so many do not have Mint Marks.

Yes.

West Point struck cents without mint marks from 1975 to 1986. Also, San Francisco struck them without mint marks from 1978 to 1983.

So when I see a penny with no mint mark it is not necessarily from Philadelphia. And I have no way to know for sure.

That is correct. At least for the years Jbuck mentioned.

And no one has managed to figure out how to distinguish the WP coins apart from a mint mark?

When you consider all the dies were made in Philadelphia it isn't surprising they can't be told apart. Whenever they needed more dies they would just be sent any of the no mintmark dies in stock. So there would be no difference between the dies they were using and the dies Philly was using.
