can't help but think the uneven surface is hiding flaws, but I can't see any hits, so probably MS-65, but for me such uneven fields do not have eye appeal

It only looks like this under 30x magnification. When your looking at it with your eyes it looks like a new smooth penny. I am not sure when it gets graded how much magnification is used or if at all.

In my opinion, unless you are looking for an error or variety of some sort which requires it, that much magnification is unnecessary and does not do the true look of a coin any justice.

Edited to add:TPG graders only use up to about 10x magnification according to multiple accounts I have read. We all know that a coin looks different under different light and angles and magnification, but 30x is not a true representation of a coin, nor how a grader will see it.

This is a well minted issue, average coins grade 64-65 and are abundant. Your coin looks to be nearly hit-free and decently struck except for the hair at the top of the head. (That is also normal as the only real trick to this year is finding an example with fully struck hair and shoulder. ) I see numerous luster disturbances and some water stains.

MS-64

To really hit the high grades, 67 and up, the fields and luster have to be flawless. For reference - here's one of mine:

Technically 65 perhaps, but the surface texture is distracting.
