I'm just speculating on their reasoning and what may have been the motivation and could be completely off base. That said it has been confirmed from at least one of them that they were the ones who made the decision not to have the prices be captured. Several others seemed to have made the same choice as the amount of places captured dropped a couple years ago and obviously PCGS isn't going to search all the sites and enter them by hand.
The other disclaimer for it would be that the ebay ones are dependent on how the seller lists the item so if they make a mistake it could get missed. Heritage, Legend, and Stacks are the most reliable for getting captured last I saw, but even with those I believe the Legend prices only cover their auctions not their sales
