That is the zinc core showing through.
Looks like someone has sanded/ground the
copper plating down exposing the zinc.

Lincoln Cents made after 1982 (and some 1982), are made of copper plated zinc. The silver color is the zinc core showing through after the the copper plating was removed from damage.

Definitely damaged after it left the U.S. Mint. It's Post Strike Damage ( PSD). Value is 1 cent.
