If it has the same design on both sides, it's a "generic" or "stock" token.

Token manufacturers sell generic tokens to people with token-operated machinery who don't want to pay the premium to have their own designs stamped on their tokens. So, by definition, they could theoretically be used for anything that might be token-operated: a company vending machine, a carwash, a carpark entry/exit gate, a turnstile, a laundry washing machine, a video game in an arcade... anything that was designed to accept those specific tokens. "Control" implies it was intended as some kind of access-restriction (so, more likely a turnstile or carpark token, rather than a vending machine or video game), but, being "generic", the token-maker isn't necessarily going to ask what the person buying the tokens wants to use them for. There's benothing stopping you setting up your video game arcade to accept "control tokens" in the machines.

"CT 102" is presumably the catalogue number in the token-maker's inventory, so if you needed to order more tokens, you could just read them the catalogue number right off the token.

It is security/control Probably has something to do with non magnetic in its center or others have a non magnetic ring and steel center. To keep people from buying bags full off of the net of tokens from arcades etc. you can buy Chuckie cheese tokens from the restaurants. Which are cheaper that most car washes use per token they are used across the U.S. and for other Items. The no cash value is on tokens so any holder can not demand refunds of cash for bags of tokens, As they could legally if there wasn't any type of notice on them, and the operator used generic type tokens.
