Speaking of coins with dark toning, picked this up for $104. This is a 1817 Newcomb-16, an early Mint error. The coin was mistakenly engraved with 15 stars whereas the normal 1817 cent had 13 stars. Early in U.S. Mint history, engravers tried to add stars as states were added to the Union, but by 1817 there were 18 States in the Union and engravers were running out of room to add stars. The coin is available in circulated grades, but it is always tough to find large cents with surfaces in reasonable shape. This one looked like it had reasonably good surfaces in spite of the dark toning. Also, the coin looks almost silver gray rather than brown. Don't know what that is about and will likely have to examine in hand. Thoughts on grade and problems? Thanks!    Edited by numismatic student 03/29/2019 7:39 pm

Noticed that the N-16 has characteristic Cud under the ear in all known samples (besides the 15 stars).

VF-20 sounds right, but is this the true color? Looks like lead.

VF20 I think the color is muted from the crust on the coin as well as the lighting in the photo. good chance it pulls a details designation for ED but has an interesting history

VF-25. EAC net VF-20 because of some scratches and what looks like porosity/grunge. (At least in the photo). Nice coin.

At least it seems to be a genuine EDS N-16.
I'd send it back...your only shot might be seeing if NCS can do anything with it.
Looks heavily cleaned/stained or ED, and it appears someone may have tried to burnish or tool the obverse to "clean it up" but didn't quite finish.
Gradewise, 20 sharpness and scudzy, a net grade probably closer to 8.
