We have quite a few Lincoln experts here as well as variety and error experts on board for all denominations. I will have to defer to them. My amateur opinion is post mint damage, since everything seems a little distorted. It almost looks like someone was experimenting with "moving metal". Again, wait for the experts to chime in.
