Has anyone used this program (by Coin World) and had any success in getting the labels to print properly? My labels print too high in the label, so the top line is cut in half.

Nope... but I have to say there's not much hope - VERY old software. From the page at Amos Advantage:

Vista was introduced in 2006 and sales ended in 2010... so it's likely not to work with newer printer drivers (a lot of printers stopped working in Win 10 because nobody was willing to rewrite older printer drivers for the new model).

Your best bet may be to create something in word processing or spreadsheet software. It will likely take some trial and error to line it up, but hopefully you will only loose one page of labels in the process (just reuse it, change the text so you know what test you are running).
