I'm new to the Quan collecting and I'm just wondering if this is an actual double meant or if it's something else?

to the forum and the hobby!

Looks to be a split in the copper plating of the coin which will start to corrode eventually. It is not a repunched mintmark or any other error or variety.

To CCF! It's Split Plate Doubling. It's spendable, because it's a very common issue for the Copper plated Zinc planchets. http://www.error-ref.com/split-plate-doubling/
